Waterloo Marshal's Department July 2007
HISTORY WATERLOO
MARSHAL’S OFFICE
The Waterloo Marshal’s Office was established in 1864 along with the official founding of the Town of Waterloo the Town was started in 1856 and the DeKalb County Sheriffs Department provided law enforcement until 1864. The first Marshal was Archibald Gilchrist, not sure how long he was Marshal. After Marshal Gilchrist I am unable at this time to find any other information on who replaced him. I did locate a town ordinance dated April 18, 1869 that established the appointment of Assistant Marshal’s, which gave the Town Marshal and the Board of Trusties the authority to appoint Assistant Marshal’s. Again I do not have any information on who the first assistant marshal was. In 1876 May 11th, Marshal Jacob B. Hoover was in charge, then in 1924 I found the name of Marshal John Oyler After that the next information that I obtained was of a Marshal Dennis Poorman. Marshal Poorman was the grandfather of Noël Smith not sure what dates Marshal Poorman held office sometime in the 1930’s, will get further information from Noël. Then I have the name of a Marshal John Wilson dates unknown of his service to the Waterloo Marshal’s Office. I found that Marshal John Wilson passed away on June 21st 1965.
Now I do have some dates on the next Marshal’s that held the office for the Town of Waterloo. In 1956 Marshal Willard Knott was in the Marshal’s Office, after this came a man by the name of Marshal Russell Robinson sometime in 1958, which would have put Marshal John Wilson next and then I believe that Marshal Harvey Wells was next. Marshal Wells died in September of 1971, then Marshal Bill Vallence took over the office and he served from 1971 through 1985, from 1985 through 1993 Marshal Wade Castator was at the helm. Then on June 1st 1993 Marshal Gary Warfield was in charge of the office until December 2002. (Note Gary is still with the department as a Deputy Marshal). Marshal Warfield’s replacement was Marshal Jay Franks who served from December 2002 until October 2004 at which time Marshal Franks resigned and went to Fort Wayne Police Department. Marshal Franks wasn’t replaced until January 2005 with Marshal John Cox. Marshal Cox resigned his position in March of 2005 and was replaced by myself Marshal Ron Livergood on July 18th 2005, where I am now Marshal of the Town of Waterloo Indiana.
